I'm a small ISV working in the music industry. I really want to support the upcoming HD-MIDI protocol. I'm very exited about the possibilities with extra resolution, simplified messages and per-note controllers. I have not been able to obtain firm details of the message format (Unfortunately I can't quite justify the price tag of joining the MMA ). It's going to take me several months to write support for any new protocol, so ideally I would like a heads-up now on what the messages are going to look like. I'm getting a little frustrated waiting so many years for news.

Sorry, no. While a proposal is being discussed in MMA it is subject to change. If we were to tell you the proposed message format, and then changed it, you would probably not appreciate that. So we keep that information internal to MMA until it has been decided. This also prevents anyone from prematurely bringing a product to market and being incompatible with the actual standard.
We are aware that many people would like MIDI extended to support features such as more data resolution, per note controllers, and simplified messages. But it is challenging to achieve that while also maintaining interoperability with the millions of existing products that use MIDI. As soon as there is consensus among MMA Members, we will make an announcement. In the meantime, any developer of MIDI hardware or software is welcome to join MMA and participate in the discussion.

I hope there will be an HD standard soon. I hope there will be MIDI-Ox for Windows 10 too! 
My take on increasing CC resolution, whilst remaining backwards compatible, would be (for example 21 bits) to send low, middle and high values of the CC to be interpreted by the receiver. This would allow low resolution systems to remain useful, as the last received message would still have the most significance.

Is it planned? This would greatly simplifies some stuffs I like to experiment with, which actually requires per‑channel note.

Per-Note Pitch Bend in MIDI can be accomplished using the "Key-Based Controller" Universal System Exclusive Message (in devices that support that message).
Per-Note Pitch Bend in MIDI can also be accomplished by giving each Note its own MIDI Channel (in devices that support that).
So you might not need to wait for HD Protocol (depending on what devices you want to use).

Why would you want to do this we need a new standard for New equipment.
If people want to hook up old equipment to it let them use an adapter. Micro controller chips are cheap these days and should be able to handle the task, So power would be a good option to include.
Trying to keep comparability with a 31250 baud standard is just crazy. We have large high bit rate samples now,
Transferring Multichannel digital audio would come in handy though not at 31Kbps
128 has to go 8bit(7+P) was so 1983 we need 32767 16Bit(15+P)
Does it really take 10+ years to update the standard ? there was Mention of MIDI 2.0 in 2005
Please hurry up or expect Europe to come out with it's own standard.
